Museum When visiting Victoria, we invite you to see our museum in our Headquarters building located at 850 Caledonia Ave. We are open Monday through Friday, from 1 p.m. to 4 p.m. We invite you to see historical Victoria Police artifacts dating back through our over 150 year history. The Victoria Police Department was actually established before the City of Victoria was incorporated with our department's informal history starting with the early Hudson’s Bay Company Fort and the "Victoria Voltiguers." The Voltiguers conducted policing duties all throughout Vancouver Island including the Gulf Islands in conjunction with Marines and Royal Navy vessels and crew. We officially date our creation to 1858 when Augustus Pemberton was appointed the first "Commissioner of Police." Victoria itself became a city in 1862 and in 1871; British Columbia entered Canadian Confederation and became Canada's western-most province.
