PardonsStep one of the pardon application process is to obtain your Criminal Record from RCMP Ottawa. This is done by submitting your fingerprints to them and they in turn will send you a certified copy of your Criminal Record.
Once your Criminal Record has been returned to you a Local Police Records Check is required. The local police records check for the purposes of a Pardon Application is different from a Criminal Records Check. The required form is located in the pardon application booklet. You are required to have this form completed by each police department where you have resided in the past 5 years. Victoria PD charges a $50 fee for this service. This document expires 6 months from issue so it is important to wait until your Criminal Record is received from Ottawa before having this completed.
If you reside outside of the Victoria area you can mail in your request for the Local Police Records check with a money order made payable to the City of Victoria in the amount of $50. Please also include photocopies of two pieces of identification.
Mail this to: VICTORIA POLICE DEPARTMENT 850 Caledonia Avenue Victoria BC V8T 5J8 Attn: Legal Service

IMPORTANT NOTICE FROM THE NATIONAL PAROLE BOARD WEBSITE
You do not need a lawyer or representative to apply for a pardon. This will not accelerate the review of your application or convey a special status on it. The NPB treats all applications in the same way. For step-by-step instructions on applying for a pardon, consult the Pardon Application Guide.
You can obtain a guide at the above website or at the front counter of the Victoria Police Department.
